On Tuesday, February 3, 2026, Al-Qasemi Academy in Baqa al-Gharbiyye hosted a major conference entitled “Designing the Future of Higher Education in the Arab Community.” The event brought together a distinguished group of academics, senior figures from the Council for Higher Education, economic experts, policy makers, and representatives of local authorities to discuss central challenges and opportunities for expanding access to higher education in underserved areas.
Shared Strategic Vision and Responsibility
The conference opened with a video message from President of the State Mr. Isaac Herzog, who emphasized that the success of Israeli society is intrinsically linked to the success of Arab citizens and communities. He underscored that combating widespread crime is a key pillar in closing social gaps and transforming reality.
In his remarks, Prof. Mohammed Amara, President of Al-Qasemi Academy, presented a comprehensive vision for an Arab–Jewish academic partnership based on equality of opportunity. He stressed that the goal is not to seek charity, but rather to build a strategic partnership rooted in mutual responsibility.
Voices from Leadership and Community
Mr. Raed Daqa, Mayor of Baqa al-Gharbiyye, described the Arab community as standing at a “historic crossroads” amidst digital division and rising tensions. He called on government leaders to end neglect and noted that a society unable to engage in self-dialogue and goal-setting risks losing its path—even with technological progress.
Economic perspectives were highlighted by Prof. Amir Yaron, Governor of the Bank of Israel, who stressed that higher education is a key driver of economic growth and a fundamental means to reduce socioeconomic disparities.
Dr. Maya Lugasi Ben-Hamo, Director General of the Council for Higher Education, called for strengthening academic infrastructure in Arab society as a structural solution to long-standing barriers.
Addressing Barriers and Expanding Opportunity
Discussions also focused on the “brain drain” phenomenon, where many Arab students pursue higher education abroad due to limited local options. Participants emphasized the importance of developing a robust academic system that offers high-quality education close to home.
Some speakers, including former Director-General David Brodet, advocated for the establishment of an Arab university. Meanwhile, Prof. Rafka Karmi highlighted the psychometric exam as a cultural barrier that needs reconsideration, and stressed the expansion of scholarship opportunities for Arab students.
Strengthening Academic Capacity and Relevance
Several academic leaders emphasized the need to increase the number of Arab faculty members and to formally recognize Al-Qasemi Academy as a public college to ensure enhanced academic standing and broader reach.
Economist Ayman Saif pointed to the underutilization of Arab talent in the workforce and urged stronger alignment between academic programs and the needs of sectors like high-tech to improve graduate outcomes.
Prof. Jihad Al-Sanieh shared personal reflections on academic challenges and called for alternative admission pathways that account for the unique experiences of Arab students—drawing inspiration from inclusive models in other institutions.
Looking Forward
In a session on the academy’s future, Mr. Marwan Anbusi, General Director of Al-Qasemi Academy, affirmed the institution’s progress toward becoming the first public college within the Arab community—a step toward reducing external academic migration and strengthening social and economic resilience.
Several faculty members also called for increased intercultural classroom integration and language skills development to better prepare students for both local and national academic environments.
